I just tried to do the Cerberus Vs Alliance fan request in the Armax Arsenal Arena, with Kaidan & Jack. Yet the mission did not complete at the conclusion of the match.

 

Is Jack not considered Alliance?

For the requirements of this mission, she is not. Only Kaidan/Ashley and James count.
