Yep. He has an unusual passion in his voice when he speaks of the Veil to the Inquisitor. He wants to do away with the Veil. He may infact be the person who put it there in the first place? As far as I know, it's hinted that it's not a natural part of the world and is man/elven made.
It may not even be elven made, but only elven reinforced.
Depends how far back we can or wanna go.
If the 'Maker' did it (which may never be proven, but still theoretically added to in supposed evidence), then there's probably reason to why 'time magic' is introduced - the 'Maker' works in the present, and beyond it, in the 'creation' of the Fade, Thedas, and the Veil.
Solas may not even want the Veil destroyed, but instead made into an altered form that makes 'Thedas' and the 'Fade' more one and the same. End the Veil by making it something else. Complete the work of the 'Maker'.
