Is the blue item still a requirement to get the purple from the dragon?
I believe so.
Only time I have gotten purple from the Dragon is when I have had the blue in my inventory.
Very small sample though for the 3 weapons I do have lol
patch 9 weapons now dropping from chests, level 26 blues no longer a prerequisite

10000 items to cap loot level
10000/8 = 1250 chests
1250 * 2000 = 2,500,000 gold spent
BUT.... as T_elic has said, treasure rooms, dragons etc. all count towards loot level.
I still use gold as an indicator though. Mine works out at 12400 items on store chests alone.
Hmm, okay I have spent (according to the HQ) 613'214/1'000'000 Gold and only buyed/buy the 1'200/2'000 Gold chests. (sometimes the mixed potions chest when I'm short on Regen potion)
2'500'00 / 613'214 = 4,0768
means I need at least 4 times more gold 
(I always go on a shopping spree when I have around 25'000-30'000 gold and then get a bunch of purple items. Just got a second Savage Thorn, Heart of Despair, Belt of Winterpact, Eye of the Storm and a Superb Ring of Crit Chance in the last few days)
