Is that up for grabs? It was Cassandra for me but could it also be Leliana or even Vivienne? I had a war table mission to endorse Vivienne which came up after she and I talked and agreed that Cassandra would be best for Divine. I didn't do the mission because during the conversation with Vivienne she made it sound as if we needed to subtly nudge the Chantry into choosing Cassandra without them realizing it, which after seeing the mission to endorse Vivienne I started thinking Vivienne was just trying to trick me into helping her become Divine. I didn't do the mission and Cassandra became Divine so maybe I was right?

The biggest way to affect who will be Divine is your choices when you ally with the Mages/Templars and who is put on the throne of Orlais. I always got Cass as my Divine because I don't conscript the Mages, but when I did, Viv was Divine. It's a points system and your actions make or break the choice. You can endorse any of them, but the extra points help secure the one that will win.

I tried to get Leliana once and Cass still won and I didn't endorse her either lol

I always talked to all three candidates and told who I wanted to be Divine to go for it, and the others not to. I also told Vivienne I would support whichever person I wanted. Done this on both mage and templar playthroughs.
