So, I've been playing this game again from the start, this time deciding to romance Sera, because why not. Anyway, the romance is ongoing, but the tarot card has not changed. Nor does Sera seem to approve of anything anymore. Is this typical behavior, or is it a bug? Romance tarot card should be different from the "normal" cards, right?

I believe that tarot card changes for romance after a certain point in the story. IB's didn't change for me even after completing Tough Love until I was at What Pride Had Wrought.

Hmm, that would make sense. I haven't gone that far with the main story just yet, just finished the fade part. Some companions tarot card have changed already, so I got a bit concerned if a bug was involved.

I have done this quest, the card hasn't changed.

That scene has played out already, yes. It was after the gift thing, with Vivienne's advice...

Definitely bugged then, it should have changed from the friendship one after that

What's the last main quest you've done and have you completed both Here Lies The Abyss and Wicked Eyes and Wicked Hearts?

 

The abyss one. Haven't done the Orlais quest yet.

Try that and see if it locks after. Once you complete WEWH you will be nearing the final quest.

 

Let's hope something happens after Orlais. I know it's just a visual thing, but it really bugs me

Sera's card changes twice, once after the Woman Who Wants For Nothing quest, and again after a later chat which if you've done the Abyss quest you should get sometime after Wicked Eyes, where you can choose to continue the relationship or not.

I've just done Wicked Hearts in my current playthrough and after a few more general chats I got the final romance one and the final card change
