The blog post says "collectibles" but that's misleading. Mosaic pieces are collectibles, but they don't sync. I also wouldn't consider schematics collectibles, but they do sync, at least most of them.
 
NOTE: You may need to sync multiple times, not everything comes over in one go. If you start by syncing playthrough #1 (PT1) and save, and then switch to PT2 and sync and save, then load the new save from PT1 and sync again (you'll pick up items from PT2 that weren't in PT1) and save, and then finally load the new save from PT2 and sync one more time, you may get some additional items from PT1 that you didn't get before.

These I'm sure of, since I synced them from my 1st PT (main quest + JoH completed) to my 3rd (nothing completed).

• Schematics that are Tier 2 and higher
• Recipes
• Some Skyhold Customizations: Nursery Seeds, Windows, Thrones, Beds, but see below
• Some Mounts (see below)

These definitely do not sync (tested on PC, other platforms YMMV):

• Astrariums
• Bottles of Thedas
• Dragons
• Regions
• Landmarks
• Songs
• Shards
• Mosaic pieces

Different people are getting different results for these:

• Some Skyhold Customizations: Banners (did not sync on PC for me, but others are syncing)
• Some Mounts: Exotics (did not sync on PC for me, but others are syncing)

Note the Skyhold Customizations that can only be purchased, not found, like Drapes, Windows, Heraldry, don't sync, since you have access to all of them in all playthroughs, DLCs notwithstanding.

How syncing works vs. saves
There is a Golden Nug in Haven and in Skyhold.

The Golden Nug is like a Shared Storage Chest that can only store the items listed above. This Shared Storage Chest is available to all Inquisitors in all play-throughs. You have to have at least one play-through that completed the main quest in the main game. Use that Inquisitor for the first sync. From that point on, the Golden Nug is available to all Inquisitors, including the same one in the past or the future.

The most typical usage is to sync all of your characters from their most recent saves for the benefit of the newest character, or one you just created. Once they get to Haven, they have access to all the lucky rolls and purchases and farming all of your other characters did.

But there are other ways to use the Golden Nug.

Say you find a good schema after WEWH. You can sync it and then reload from a save before WEWH, sync, and have that schematic for a redo of WEWH. Or, more of an exploit, you can load an earlier save that has lots of gold, buy schemas from merchants like BE, sync, then do not save. Reload the same earlier save and buy something else and sync, do not save, reload. Repeat as many times as you like. Then load a later save, sync, and you get all those items for free.

Edit: Checked something. There's possibility you need to get to Skyhold. Got all banners on Quizzy that got to Skyhold, didn't on those in Haven. And the one in Skyhold definitely had no chance to get all banners.

I got all of the schematics in Skyhold, including the high end ones. Perhaps players have to use the Gold Nug in Haven and then again in Skyhold to get everything.

Adding to what I said in previous post - it seems Major Upgrades and Decor also transfer once you get to Skyhold.

Two pre-Skyhold Quizzies don't have those. 

Quizzy at Skyhold has Major Upgrades finished (even though she still needs to upgrade tower) and decors from DLCs (Dragon, from Spoils and the one from JoH). She still can't use decor (pre-WAWH,  pre-HLtA), so vanilla ones are locked. I think they'll unlock after completing one of those quest. But I need to check it.

Bioware has said certain (or maybe all) tier 1 schematics don't sync deliberately, because apparently they didn't think people would use them. There are many, many ways in which that's not a good reason, but unless they patch it, it's how it is.

I have an oddity. I have someone at haven who has thrones at 20/21 but I have someone who finished the game at 21/21.
From what I could see from the endless scrolling (Good grief that was a lot of things) I got seeds and banners and banner crowns but strangly enough I didn't get one throne accessory from crestwood. I think it was fereldan 2?

Maybe you need to try more than once? Maybe it's one more thing that follows rule "try more than once for everything to work"? I definitely synced that Skyhold character more than once...

Which ones? If you mean the Bog Unicorn, didn't you already have that in both PTs anyway? That's what happened with my sync test, I already had them in both. None of the other exotics, particularly all of the super Nugs that I bought in PT1 synced to PT3.

But the try syncing multiple types idea is worth trying. Will report back after I try that.

I had another thought. I'm doing all of my testing on PC. Are some of the differences due to XBone and PS4? Anyone try cross platform sync yet?

Okay, some new findings.

Syncing multiple times does seem to bring over additional items, but in my case all I got was one additional schematic, and in the wrong direction (PT3 to PT1).

 

Here's what I did today (this is after doing Load PT1, sync for first time, Load PT3, sync for first time, two days ago):

 

Load PT1 and sync and save -- as expected, picked up items from PT3 that weren't in PT1, but only schematics, recipes and seeds

 

Load PT3 and sync and save -- didn't pick up anything new

 

Load PT1 and sync and save -- picked up one additional schematic from PT3

My bad, I confused some terminology. There are two different things that I was lumping together as banners: Skyhold Customizations Banners and Skyhold Customizations Heraldry. The latter doesn't need to sync, since you get all of them automatically on attaining Skyhold. Well, all but one UNKNOWN, for some DLC no doubt.

 

So for the record, here's what I have in Skyhold Customizations Banners, as verified through the Journal/Collections view, after multiple syncs:

 

PT1

• Banners: 16/22

PT3

• Banners: 14/22

 

This is why I'm saying I don't think Banners sync. 

 

Are you all seeing something different?

I am still not getting Major Upgrades. I even checked the courtyard and requisitions to see if they were there, but not enabled. Nothing.

 

Given that you can choose one of two for each, it's not surprising they don't sync. What if you have a nursery garden in one save and a Chantry garden in the other? How would that be reconciled?

I had 22/22 Banners in playthrough in which I surely couldn't get them all myself.

And the last one - upgrades are not noticeable. You still need to collect everything and upgrade yourself, but quest (or part of collection, to be precise) is completed.

I'm a bit confused. What should I be looking at to confirm a sync has happened? Here's what I see under Journal/Collections/Skyhold Customizations/Major Upgrades:

PT3: doesn't even list Major Upgrades

Journal. I have 3/3 Major Upgrades listed (which means that theoretically I finished quest), yet I still need to upgrade tower (and even have active quest for that). 

 

To tell the truth it becomes more and more confusing. Some people get things synced, some don't...

for now I shelved the game I'm waiting for all dlcs to come out before I'm going back.
