Aren't I supposed to have barrage/barrier? I've seen other players have it but I don't see it on my skill tree. Prestiged her and still nothing.

No, it was a bug right after the patch dropped before BW unlocked the Saarebas

Yes they are Saarebas unique abilities never ment to appear in the SS tree
