so does it mean if I equip one of these I don't have to upgrade skills version in my skill tree?

Depends on the ring.  In most cases you can and probably should still upgrade if you normally do.

I have a feeling I should actually test it myself with all skills
I think it works as upgraded version from skill tree for non-attacking abilities such as barriers buffs etc
Prove me if I'm wrong

They mostly do what they say. barrier ring for instance increases max barrier by 30%. The ability reduced cooldown of barrier casts. You will see the changes displayed if you go into your abilities menu and cursor over said ability while having the ring on.

What an ability reads and what it actually does are often two different things

But he´s right, The rings are doing what you can read in their tooltip. A few ring do not work, others not as intended. But most do.
