Echo was made in house by BioWare but was not fully sanctioned, likely as a pet project. Look at the video credits, it lists developers.

Maybe they don't want to release it, because they are saving it for andromeda. Just stick on new graphics, sort out ai. Boom. 1 map done. Easy.

While I agree that its probably not going to happen, and if I had to chose, I would say focus all resources on ME:A... it would sure be sweet if they dropped 2 unfinished DLC maps to celebrate N7 day 2015. It would stimulate the current player base and pump up anticipation of the ME:A release.
