during the exalted court session teagan mentions that "the inquisition is the only reason gaspard sits on the throne"
but he doesn't. I have never had any playthrough with him on the throne, either alone or co-rule, and he's definitely dead in this playthrough.. I even checked the keep - those options (with him on the throne) are still locked.
I reloaded an ealier save just before the court session (I always create more savefiles than necessary) and picked different responses but teagan still says the same thing.
