So why the heck didn't the lower the % requirement down to like any completion % by now? Also since the last patch has likely dropped that could address this it looks like another broken and wasted effort for no achievement like a few others that are floating in limbo out there.

Worked for me last I did it, it doesn't trigger that moment when you hit 100%, you only get it when you finish the mission.
