It was stuck on top of a tressle in the court yard of the winter palace...along with dozens of other small strange items.
Have anyone determined their purpose?

How did you get the bottle ? I tried jumping around for at least 30 mins before giving up.

You have to get to the point where you climb the wall with the Qunari blood. Then at the first ledge go to the right where it goes a few feet closer to the wooden beams. Jump carefully and then walk to the bottle.
It took me a few tries, but I got it.

Since I didn't know we'd be climbing up there later, I got it by jumping down on the ledge and across to the wooden planks from above (where Josephine is standing) while still outside in the first part of the DLC. No idea about any use for it yet, though.
