I always preferred to balance weapons through ammo availability rather than artificial barriers of what's available. Have people choose to use weaker weapons when appropriate due to the need to conserve ammo.
This could easily be explained by having a large battle in the intro when the Ark first arrive to Andromeda. While you're obviously victorious, the battle seriously depletes your supply of weaponry. So now you're going to need to conserve what you have until you can either start constructing more, or scrounge up good weapons and ammo from the locals.
Surely there are other ways to generate satisfaction in games besides using dopey CRPG conventions. Plenty of PnP RPGs aren't focused on upgrading gear.No, true enough, it doesn't make sense. But it's part and parcel to RPGs.
This is ultimately a game, and games must first and foremost be fun. And part of that is the satisfaction of making upgrades, seeing progress.
Why not have each weapon have their pros and cons instead of being objectively better than their predecessors in every way?
This. Make all weapons viable, scan for weapon modifications instead.

I agree with that predator, katana, shuriken, mantis and avenger are among the most less used weapons in the game.
They released stats on the 10 most used weapons in the game in MPer after a year and the Avenger was in the top 10.

Ammo preservation? Make it so they choose to use weaker items with more prevalent ammo and save up the bigger guns for heftier missions.
Mod specialization? Allow the ability to modify weapons to use situationally,
I agree, please do this Bioware. I would prefer to start out with Alien/X-men level 1. I'm tired of Predators and Avengers, they're everywhere nowadays.

Don't be silly. With or without looting, the only weapons that are going to drop will be the ones the devs want you to have.
Pay 10 dollars DLC to get weapons unlock right away. Bioware is sitting on a goldmine here.

because Mass Effect isn't or shouldn't be a straight up action game. Sure, the series is inching on that with things like how a lot of dialogue in ME3 was auto dialogue and you only had two options.

making progress is boring. I've modded the hell outta my ME3's Coalesced and I start with everything. MUCH more fun.

Why are action games bad and how is the obtuse and grindy loot system good? Is it because it makes the game RPG and RPG are good? Gonna need more info here.
It would feel pretty lame if Child of Bhaal started Baldur's Gate 2 with Holy Avenger. Similarly, it would feel pretty lame to gave Shepard Harrier X/Venom X/Paladin X at the start of the game(never mind you can actually do that in NG+... well, with some weapons at least).
I might be weird, but for me, flashy weapons/armors/equipment in general present a sense of advancement of sense of accomplishment. Something you had to work for and something you can be proud of. To use Baldur's Gate 2 as example again, defeating Firkraag and taking Holy Avenger from his corpse felt badass and deserved. Killing Thaxll'ssillyia, finding dragon scales and turning those into shadow armor... you felt like you really deserved that damn armor and wore it with pride. I'm a muthafuggin dragon slayer! And killing Kangaxx made the use of the Ring of the Gaxx felt like a prize.
Sure, you can give me those items at the start of the game and I will use them quite gladly. But I won't feel anything special about them.

loot doesn't have to be randomized and you don't have to grind for it. Action games aren't bad, I just thought Mass Effect was an action rpg not an action game.
You can assign certain weapons, armor, and equipment to certain types of enemies and those types of enemies will always have it. The series has done this. What I want is to have the ability to actually look into a dead enemies inventory and pick up their weapon or their gear. I don't need to take off their armor because like others have said it is impractical, we can get armors other ways like buying it or getting it as a reward through factions and quests and loot crates.
If memory serves me right, I didn't have to grind in DA:O or KOTOR and these were Bioware games too.
I just don't like seeing good weapons wasted on the floor just to wait till much later in the game to get the only copy of the weapon that the game will allow me to get even though an enemy I just killed has it on him. If the game can come up with a good reason like say every enemy blows up with whatever they have so the protagonist can't recover anything, then it's ok with me.
Also, i don't think tiered weapons should exist. Just increase the variety of weapons by their design, shooting rate, damage and ammo type.
