First, what does it sync, and what does it not sync?

Second, what happens if I load an old save for a character and use the Nug? Will I get the content that was collected by that same character later in the game?

It syncs crafting schematics, seeds and skyhold decorations/thrones.

As long as you hit the nug before loading the old save and once more after, you should get everything.

Also non-dlc mounts and potions (but not upgrades)

Yes; loading a prior Save will also be able to access the Synched materials, much like one could gain/ unlock Specializations and Achievements in DAO, but reload to preserve their storyline.

So ifi had a spare perk point, i could save the game,  learn the Rogue schematics, use the Nug, reload to the saved game, learn Mage schematics, use the nug, same with Warrior schematics.....and i will have all the perk point schematics?

Yes. I did that yesterday (and then spent my point on something actually useful).

I'm not sure if it's a bug or by design, but none of the non-dlc exotic mounts seem to sync with the golden nug. So you'll have to repurchase those... which shouldn't be too big of an issue with all the gold you save by importing schematics.
