I can't find the Deepstalker Sigil- I even scum saved my Special Shipments chest for a good 20 minutes- Ferlandis and Deathroot kept showing up over and over again. In The Storm Coast now looking for it.

I got one from killing deep stalker in storm coast. Its random.

The shipments seem to change after here lies the abyss. Now i get fade touched materials, a new set of weapons, new set of accessoires and a new set of sigils (deepstalker and greatbear seem to drop only before here lies the abyss from the special shipment chest).

I got one from one gear room in Descent. that room is filled with deepstalkers.

Have found several in my new campaign, but still remain unimpressed. Originally, thought the ones with Elemental boosts and penalties were for damage taken & damage reduction because these are Armor runes, but that apparently is not the case. Now I have no plans to use them at all; just more coins if needed.

I thought they were totally random? I got Bear from a chest that was as far from actual bears as you can get.

No, some of them are fixed. for example, one sigil of bronto is always in a chest in the Arbor Wilds (the one which you find Mhemet's War Hammer). As for the sigil of deepstalker, I have heard someone else also found it in the gear room filled with deepstalkers in Descent, exactly where I did. so I guess that one is also fixed. you can see here: https://www.reddit.c...in_inquisition/

My Tank Knight Enchanter (yes that is a think) uses Sigil of Lyrium, because her health was already garbage, and she does more damage the more barrier she has. 

 

Also all of these drop from mobs (Lyrium, Chevalier, and one other from Red Templars for example).
