In the ancient elven library we can talk to the archivist a few times and it'll recount the last words of the elves who lived there. I found one monologue particularly interesting:

"If we get out of here, I will end Fen'Harel. After he held back the sky to imprison the Gods, the Dread Wolf disappeared..."

Now this description matches the codex entry where Solas reveals how he knew Skyhold's name:

"...When the words reached my dreaming mind, Skyhold was not simply a fortress near the sky, nor was it some simplistic allusion to holding up the sky. Skyhold—Tarasyl'an te'las—was "the place where the sky was held back..."

Seems like the theory that Skyhold was where Solas created the Veil and banished the elven gods is correct.

O.O

Huh, thought it was a converted Temple/Fortress of Dirthamen, what with the Owl symbology EVERYWHERE

Well, the Dread Wolf probably didn't build a temple just so he could lock the gods away.

This might also help explain why Corypheus did his ritual at the temple of sacred ashes: he needed a place close to where the Veil was created (not that he'd know that, but the Black City may well be Skyhold's reflection in the fade).

Black city is the fade part of arlathan. Before the veil came we know elven construction worked both of solid materials and fade. When the veil was created that completely tanked it, solid crashed onto the physical world while the floaty fade bits remained in the fade and that is why it floats separately in the fade with no way through as the way to get to it was sundered and lies in the physical world.

So the physical arlathan bits were sunk and the fade bits float as the black city.

If that is the case, why aren't there more structures like the black city in the Fade? Surely Arlathan was not the only city constructed that way?

Maybe the conversations with the Archivist people sheds some light on this. They mention that the roads and pathways are all falling apart and it is degrading over time, perhaps Arlathan was such a huge structure it's just more resilient to the degradation?

There's a complete lack of any historical reference to such a structure, and people surely would have noticed. The black city is the one constant, and it has always been the one constant, hence why Dumat wanted Corypheus no enter it. It holds secrets, perhaps answers to their imprisonment.

Another point against it is that the library was such a place as well, and it is not present in the Fade either.

Actually the Library IS in the fade. The Aluvians took you there. Remember when Morrigan said that you could enter the fade with them? Sera even has her fade freak out.

There isn't much fan fair when you visit the library but it very much is in the fade unlike the other places you visit in trespasser.

No no, what I mean is, you can't see it when you look around in your dreams. It's not visible from everywhere in the Fade like the Black City is. So clearly, being partly made of the Fade is not criterion enough to turn you into the Black City.
