Looks to be in London. He's next to a concrete slab.
Noob question for the IT people.

Yeah, I don't think it's as unlikely as surviving being dead center in a blast that spans a few kilometers. It would be like surviving a direct impact of a nuclear bomb that in terms of power and force is multitudes of what was dropped on Hiroshima. Shepard should be nothing but particles.
From what the slide show's the Citadel tower suffered no damage, but yet the arms were damaged. I say its possible to survive that explosion. It all depends on where Shepard is at that moment. I would like to know the location of where Shepard is when the crucible explodes.

It's already been confirmed that Shepard is in the Citadel.

In the game? I don't remember it claiming Shepard was on the Citadel. That scene looks reminiscent of London where I got knocked out by Harbinger.

The game doesn't tell you where exactly Shepard is.
But it's been tweeted by a dev because people asked about it. If you want the source I can try and find it again.

I'm still laughing at how Bioware managed to indoctrinate everyone who picked Synthesis or Control. Hilarious.
Anyways.. Look at IT and stack it up against the ending and it just makes sense. If you don't take IT into account then nothing after Shepard's last dream makes any sense. Seriously! Read the Codex, Listen to all the hints in the previous games about certain actions having certain consequences. Think outside the box. Remember it's a game that has built up it's own rules and the final 2 hours of ME3 just scatters them to the winds.

It looks to me, and this is just a guess obviously, but it looks like the decision chamber is right at the point where the Crucible docks with the Catalyst. If you watch the docking sequence it never quite touches the Citadel and there is a beam of light from the Crucible, which looks a lot like the Synthesis beam. I wouldn't be surprised if the decision chamber was on the exterior of the Citadel Tower.

It should be the top of the Citadel Tower, yeah.
It's been discussed and analysed very thoroughly in here
(I really love this thread!)

It's actually on the bottom of the tower, but yeah, it's "outside". The OP in that thread thinks it's the top of the tower, but it's not.

Also, if you look at the pic in the OP of the thread you linked, it's more likely that Shepard got beamed to the part that points downward in the picture. You can see the round shape of the place where Shepard meets Anderson and TIM. So, I think the arrow that points to the right part ("place Shepard teleported from Earth"), is wrong. It should be pointing to the part that sticks out toward the bottom IMO.
I can't link the image here, unfortunately.

Yeah, this has been discussed in the thread if I remember it correctly (haven't read through it since months). But I'm not sure if the guys in there ever came to a real conclusion, I should re-read the thread again.

I think it does make sense what is shown in the OP image. If Shep were already in the bottom part of the tower (right under the decision chamber) he'd see the Presidium ring, not just the arms. Also, keep in mind that the round chamber where we have the TIM conversation is not spanning the entire width of the tower since we can only see two arms and we don't have a 360 degree view (we came from one side). So it's a round chamber built into the side of the tower somewhere and the tower does not have to be round at that point.

Yeah, I see what you mean. I'm not sure. In any case, the crucible docks on the bottom of the tower.

Maybe the beam is just there to hold the Citadel in a geosynchronous position (kinda like a tractor beam). If the transport is a mass free corridor like the mass relays, then Shepard can indeed pass through walls (the Mako could also pass through the Citadel's hull right into the presidium when going through the conduit in ME1).
The only issue I can see is that Shep should technically have fallen from the ceiling, not out of the floor (since at that angle, the ceiling is closer to earth). But then, who knows, maybe this is some kind of weird receiving station that turns him/her around.

IT is too messy. Too many interpretations, and it falls even flatter when the Arrival DLC is excluded.
I agree that IT was reinforced by the Arrival DLC. But what made IT popular was the strange dream sequences during the game and the dream-like finale.

I don't think Shepard was on the Citadel. It was just images pulled from his head by the Reapers to make it look like the Citadel.
Shepard even states "this doesn't look like any part of the Citadel I've been to", and Anderson states "reminds me of the Collector Base", which it sort of does. As well as the SB's ship engines and the skybox from ME1.
The waking up scene is not affected in this way because the you broke the Reapers mind altering ability.

The Derelict Reaper mission from ME2 had indoctrination written all over it. In addition to a few side missions from ME1 and ME2.

Why would they do that?
He even states "this doesn't look like any part of the Citadel I've been to",
I'm sure there are other parts of the Citadel that Shepard has never been to that he/she wouldn't recognize
and Anderson states "reminds me of the Collector Base",
He says that it reminds him of Shepard's description about the collector base. Anderson never seen the collector base
