Scout Harding as a Party Member in DA4, what are the chances?

Harding has the best shot out of everyone else coming back because she has no variables worth excluding her over.
I'm not exactly asking her to come back, but I see why other people do.

It's obvious Harding is a pretty popular NPC, and can be easily written into being a party member for DA4. I'd imagine the Inquisitor would send many scouts, including her, to Tevinter to find the Protagonist.
There's certainly a precedent for it. The DA series frequently elevates NPCs to playable characters to provide universe continuity (and probably to avoid creating characters from scratch). Merrill, Isabella, and Cassandra are all excellent examples of this strategy working well. I really like her character, and hope to see her in future games in some capacity. The only thing that makes me reticent about elevating her to a playable character is that she would be another ranged rogue dwarf. We've done that for two straight games. I suppose it wouldn't be too much of a leap to make her a dual-weapon rogue, but that's still a dwarf rogue. In some ways I'd like to see Dagna elevated because I'm interested in how an archanist might translate into a character build (sort of mage-like but not a mage, or maybe something similar to the alchemist) Either way, I'd be happy to see Scout Hardening return. I think there's more to do with that character.

If we aren't playing as the Inquisitor, i see him/her sending Scout Harding out to search for that one boss to take on Solas.

No offense to Patrick Weekes's fans, but his presence (not to mention the role of the head writer) means a lot of fan-service. No, like this - FAN-SERVICE!!! Citadel and Trespasser is a living proof of the statement. Therefore I could bet money for Harding's presence, explained in the most cheesy way you can imagine.
