I didn't run a proper test- but I did wear it once I found all four pieces. I can confirm the on hit heal and the increased speed of attack- which felt much, much faster than 10%.

So only works when we have all the pieces? and it says a stacking buff. So dragon rage all the way?

No- it will work if you have 2, 3 or 4 pieces. 2 pieces gives one ability = increase movement speed, 3 pieces gives two abilities- it adds increased attack speed, and 4 adds on hit heal 1%. And yep- I'd agree that Dragon Rage would be incredible with the entire package. I used it as a DW Tempest. The speed on straight up auto attack was crazy. FoFire and Throwing Blades was borderline OP- though necessary given the entire generation of Qunari soldiers I had to kill.

Similar- one arm is sleeveless- the other arm has thick metal armor.

The sleeveless side- if you play as anything other than Qunari- will make your arm look like a noodle armed choir boy. Hawke- on the other hand- has major guns

Although if you have already completed the DLC and sync via the Golden Nug, you can now craft that armour from the very start of the game.
Incidentally, does anyone know whether the whole set bonus still applies if you are wearing a crafted version of the armour, or do you need the non-crafted version in order for it to work?

While I am not sure if this is definitive, but there was a youtube video that said the set bonuses don't work on the crafted version.
