On the contrary, it can not refer to Felassan because when Felassan met Briala she was not in control of the Eluvians. He was pretty much the guy to gave it to her.

So no, that sentence  can't be talking about Felassan

I finished TME shortly before Trespasser came out, trust me, that sentence IS about Felassan. When Felassan met Briala she was not in control of the Eluvians, but he taught her stuff, guided her, shared the Fen'Harel stories. It was almost as if she had been unknowingly recruited as a Fen'Harel agent, with Felassan showing up at the right time and places to aid her, all part of a bigger scheme no one imagined with Solas pulling the strings. When the eluvians came into play, Felassan was probably charged with getting the password, but he didn't, even though he could have, because he saw Briala capable of making a change for the elves, he wanted to let her be and do things her way, give Briala and her plans a chance. When Felassan met Briala doesn't matter as much as Felassan staying friendly until she found out about eluvians, and how getting to know her changed Felassan's perception of the elves wich then conflicted with Solas' and represented a risk to his plans. The "slow arrow" in the "sad wolf's jaws" is most definitely without a doubt about Felassan being killed by Solas.

I already said that Solas could not be 100% sure Felassan wont turn against him or give away his plans/secrets. So he killed Felassan to prevent possible betrayal.

About Briala: in my playthrough she arrived as marquise at Winter palace and was spending time with Celene. So she is certainly not dead

Correction - I assume you've got that "Gaspard" bug, like everyone else, so, Gaspard is the ruler and we have no idea what happend with Celene and Briala.

Not to mention, it's being 2 years since you saw Briala last time anyway. Who knows what could happen to her.

I did get the "Gaspard is ruler" bug in one conversation, but I distinctly remember hearing about Briala arriving at the place and taking Celene away from the negotiations for some "personal time". The Gaspard thing is probably a bug in that specific conversation and doesn't mean the whole world-state is wrong.

Gaspard ruler - is a bug because in my playthrough he is dead and i doubt a man can rula a country being beheaded. So Celene and Briala are together just as I made them be and they are spending time together in Halamshiral while I 'm savin the world. Again

Really? Bug happens twice - at the beginning and at the end (when you talk about an Emperor who's Empire is hold together by Inquisition forces, which is ... strange to say the least in case of Gaspard WS)

I did not get that line about Celene and Briala :(  That would certainly imply she is alive. Then I really curious how Solas got the hold of eluvians.

There is a codex about them, if i'm not mistaken, you can find it near the Orlesian ambassador. Its called scandalous gossip smth like that
