I finished TME shortly before Trespasser came out, trust me, that sentence IS about Felassan. When Felassan met Briala she was not in control of the Eluvians, but he taught her stuff, guided her, shared the Fen'Harel stories. It was almost as if she had been unknowingly recruited as a Fen'Harel agent, with Felassan showing up at the right time and places to aid her, all part of a bigger scheme no one imagined with Solas pulling the strings. When the eluvians came into play, Felassan was probably charged with getting the password, but he didn't, even though he could have, because he saw Briala capable of making a change for the elves, he wanted to let her be and do things her way, give Briala and her plans a chance. When Felassan met Briala doesn't matter as much as Felassan staying friendly until she found out about eluvians, and how getting to know her changed Felassan's perception of the elves wich then conflicted with Solas' and represented a risk to his plans. The "slow arrow" in the "sad wolf's jaws" is most definitely without a doubt about Felassan being killed by Solas.
