I just began a new game not to long ago and was planning on playing the Descent DLC before end game. I was thinking of playing it after finishing Here Lies The Abyss and Wicked Eyes and Wicked Hearts but was curious what others would recommend. Thanks.

Don't think it matters too much. Thing that matters the most is the red lyrium revelation. Think it's in Varric's quest. So I'd say just do it any time after that.

I found the battles really hard, so I think it is good to be at a high level.

Definitely toward the end of the game. Narratively, it doesn't matter when you do it, though it's recommended to wait until after Varric's quest (unless that's something you don't intend to do); mechanically, I prefer to do it as the last thing before the final mission (the levels and loot you get will make any of the vanilla content you try to do afterward way too easy).

All the DLC scales all the way up to the level cap (27), so there's no way to out-level them (unlike the areas in the main game).

Now with Golden Nug, Black Emporium and all other stuff that made the game easy you are able to complete it at any time, no matter your level. Just craft tier 3 schems with tier 3/4 materials and you're good to go.

Storywise it fits better after Wicked Eyes and Wicked Hearts and Here Lies the Abyss since those two seem to happen in a sense of urgency but between them and WPHW I could see the emergencies and curiosities of both DLC making the Inquisitor going for some exploration. If you more into challenge right after reaching Skyhold works pretty well too, since Inquisitor is settling and not yet ready to fight Corypheus.

In the end it doesn't matter much since there is little to no reflection in the main game so you should think "If my Inquisitor heard about this, when would (s)he like to investigate it?" It is better because it fits YOUR character and YOUR story and you have less chances to regret =D
