I think the book found in the Shattered Library is similar to how Cole can read Varric's mind about the ending to Swords & Shields.

The book is unwritten, so there's nothing to steal. It exists only as thought, which is how it ends up in the library.

Pretty sure that even Shepard has read Varric's books at this point.


It's just re-titled to appeal to a wider audience. Persistent in Presidium. He laments at the lack of better synonyms to fit the alliteration.

It's not a physical book. It's the idea of a book. Like the weapon you get in the DAO mage origin in the Fade from the spirit of valor.
