I had guessed that maybe if you kept flirting with Harding in the Vanilla, and didn't date anyone else, you might be able to start something with her in future DLC. But that never happened. So what's the deal with that?
My only speculation is that Bioware was experimenting and wanted to look at the data of people's playthroughs to see how many kept flirting with her, to determine whether or not to have future Dwarf romances. Otherwise I got no clue.
Some people just flirt lightheartedly. Dorian for example flirts with a female Inquisitor even though he is homosexual. Or maybe during the two years between the main game and Trespasser you have that drink but things don't work out.

I think you are taking their phrasing way too literally since we are never given any indication that Harding goes around killing people wantonly
I think the purpose of being able to flirt with Harding was for the devs to 'test out' dwarf romance without having to sink full romance resources into it.
Step 1: Create a 'cute' female dwarf (Long reddish hair? Check. Freckles? Check. Popular voice actor? Check. "Badass" persona? Check.)
Step 2: Create flirt options and track how often they are selected/discussed in fandom
Step 3: Evaluate that data
Step 4: Determine that she was a popular option and include her or a comparable character as a full romance in DA4.

Killed, yes. But killing is different than murder. For example self-defense or defense of others is not murder.
