It's toned down a bit mind you. The Warden could straight up off screen bed random chicks and bicks like Gheyna, Bella and Cammen. As far as I remember Hawke can only really entertain the companions and the brothel people, besides a little flirt here and there, a elf girl in Merrlls clan for example. In DA:I I think it is only Vivienne and Harding that are non-romance flirts.

I had guessed that maybe if you kept flirting with Harding in the Vanilla, and didn't date anyone else, you might be able to start something with her in future DLC. But that never happened. So what's the deal with that?

I don't know. Allers doesn't murder people(Bioware refers to Harding as "an adorable ball of murder") so Allers is less horrible than Harding.
From that interpretation of Bioware's phrasing, your Inquisitor is a murderer as well. So is your Inquisitor horrible also? And Hawke? And your Warden? I believe that to appreciate Bioware's phrasing you'd need, you know, a sense of humor. They're not saying that Harding needs to be the next person to be brought up on trial for crimes against humanoidity. They're saying she's badass... and the phrasing makes me smile.
As to "flirting doesn't have to go anywhere," the point is that they didn't make it just flirting. There was an offer of a drink and then the relationship progression hits an unclarified brick wall. With other characters- even non-controllable characters- new events occurred. This is what the OP was wondering about. There's a link above that vertigomez mentions that does sorta clarify whether the drink occurred, however:

It still begs the question of why it wasn't developed further, but, well, whatever. Hopefully there will be more to it with a dwarf romance in DA4. Lace needs lovins too!
On that note, I doubt they're just looking at user interaction stats alone for whether to add a DA4 dwarf romance. If it were so cut-and-dry, DAI would've been another DA2 in terms of a non-human presence.

Step 3: Evaluate that data
Step 4: Determine that she was a popular option and include her or a comparable character as a full romance in DA4.
