Where are the Ventaori tomes at? I'm trying to get my mage to get specialized as a Rift Mage and only found two tomes.

Exalted plains. Gilisomething grove, halisomething and desolate bank. Should just be a group of venatori in those areas.

There should be three tomes available in the Exalted Plains: Halin'Suhlan, Ghilan'nain's Grove, and the Desolate Bank. The Venatori Rifters in Halin'Suhlan are tricky, though. If you skip clearing the Western Ramparts, they don't seem to want to spawn. They don't seem to want to spawn until you have spoken to Keeper Hawan in the Dalish Camp, in fact. I've had them fail to spawn entirely regardless of who I talked to, how many times I reloaded the area, or how many times I fast traveled out and back. If that happens, you can also get Venatori tomes from Venatori Spellbinders in the Forbidden Oasis and the Hissing Wastes. The Desolate Bank is a strange region. It's a narrow stretch of land along the river above the Path of Flame and then it curves around to the north past Pont Augur.

I tried Forbidden with no such luck. Guess I'll have to explore the rest of the Exalted Plains.

If you have the Short List perk, the merchant at Griffon Wing Keep sometimes has Venatori Tomes for sale, but they alternate with other items, so you won't always find them there.

I got them all. Some of this must be random because the Venatori that Dorian goes after didn't drop the tomes and neither did the Ventori in the Forbidden either.

A lot of it is random. The three Venatori Rifters in the Exalted Plains have a high probability of dropping tomes, but there is a small chance that they won't. The Venatori Spellbinders elsewhere (Dorian's Venatori and those of the Forbidden Oasis) have a small chance of dropping tomes and a large chance that they won't, but if you've exhausted your other options, you have no choice.

Annoying it is. I had to forgo leveling up because I wanted to get started on getting the Rift spells.

Yup. I remember my first playthrough, I wanted to try Rift Mage and one group of Rifters wouldn't spawn. By the time I finally found the last book, I was level 17 and at the end of the game.
It's not just these that seem to be bugged either. I just started a Dual wield Rogue playthrough, and I've had Assassin Weapons and Quilback spines dropping all over the place. I'm still collecting them now, even after already picking Assassin as my specialisation.

I should have done that and concentrated in the Hinterlands. I messed up a chance to initiate the Scout Harding flirtation because I didn't end it with Blackwall yet, nor bring Dorian to meet his father.

Oh rats. I've accumulated a lot of Fade-Touched items in the short time I became Knight Enchanter. Replaying now could mess that up.

I have played both KE and Rift Mage. IMAO the first is much more interesting)
