Krem was there at the winter palace, hitting on the bard and everything. Chargers were alive and well. Suddenly at the end, bull just freaking turns on me and I couldn't understand why. Also, throughout the DLC he kept talking about messages from the qun and I was confused as to why he was still in contact with the qun.

Yeah, sounds like a save issue or bug. I haven't had that happen thankfully. Only problem with the Orlais successor being inaccurate for me so far.
Definitely a bug. I played it twice with different playthroughs, one where I sacrificed the Chargers and one where I didn't. He betrayed me in the first, stayed with me in the latter.
You sure you did his quest at all? If you don't do it the Chargers are alive but he will betray you.

Not doing his personal quest counts as him still being with the Qun so it makes sense if he betrays you.

You need high approval to get his personal quest but maybe if it's since become low?
But personally I think it's a bug, do the quest and save the Chargers and he doesn't betray you, do and don't he does, don't and it doesn't matter that the Chargers are alive he'll still side with the Qunari.
