Nothing, as I recall. Think a dev tweet ages ago said it was a cut feature, other than giving some Solas approval.
From a story perspective, I suppose we don't know exactly when the bald bastard decided Veil vandalism is the way forward, if project Cory had worked, would he still need the veil destroyed for his insane plan?
They might still use them as a plot hook for the sequel. Maybe the are actually taking down the Veil.
Oh, a cut feature... that will mean something in the future. Retcons, mate. It will be a retcon, and not the kind you can easily claim as bollocks, because we never knew anything about them in the first place. That said, I do not trust Solas now that he... that I know more of him.

I imagine they function exactly as intended, just not in the direct manner Solas is referencing.
In the pre-Veil world, one would need some manner of protecting or secluding it from the Fade, either from outright intrusion or just for privacy.
The artifacts probably make it more difficult for anything to cross between the Fade and the regular world, regardless of the existence of the Veil.
Thus...it's a half truth. The artifacts are going to prevent tears and prevent demon incursions, similar to turning on a lamp to create light in the darkness, but aren't actually strengthening the Veil itself in any appreciable sense.
The alternative is that, yes, they do exactly what he says they do, because he made them to enhance the Veil in locations where it was particularly thin.

Honestly, they might have been part of "how" Solas created the veil in the first place. So they probably do actually strengthen it. Solas is trying to stop the rifts from forming, since they unnaturally force spirits into this world corrupting them. That idea is abhorrent to him.
I think they DO make the Veil stronger.
Which I guess is what Solas wants. It needs to be at a certain strength before being torn down, perhaps? To ensure the correct level of destruction that paves the way for everything after.
According to the Wikipedia, the elven artifacts are veil-measuring devices as well so that part is likely still true though Solas' claim that they are meant to strengthen the veil should be taken with a grain of salt now that we know his intentions towards the veil.
It is, however, still a possibility that he was truthful about the strengthening function of theirs since during the Breach and the threat of Corypheus, he was trying to help stop Corypheus and the rifts.
In his wartable mission "Measure Veil Strength", he uses the measurements of the artifacts to caculate where unopened rifts may appear. In the operation text he also mentions that the elven artifacts are used to detect the magical energies of the Veil:
"Inquisitor, you have activated a number of the elven artifacts used to detect the magical energies of the Veil. Individually, such readings have been helpful. If we coordinate Measurements of all the artifacts simultaneously, however, I believe we may be able to uncover rifts that may not even have opened yet."
Solas could likely use the artifacts in a negative fashion as well by having his agents mimic the operation quest so he'd know where the veil were weakest and most vulnerable which could possible benefit him if he needs such a place to enter the Fade physically through.
