So, the buildings that float in the sky in In Hushed Whispers don't look human, nor elvhen, nor dwarven. Are these in fact the Black City, or something else entirely?

Buildings in the Fade look not-quite-right (and the Fade is bleeding into the real world in that future).
The real answer is that these are the generic architecture assets they have for use in the Fade sequences. It's not representative of anything other than "the Fade is creepy".

And the altar of Mythal in dragon age 2 looked like a reused asset until inquisition. So I'm not willing to dismiss these details so easily.

They could be parts from other building found in other countries/cultures?
The Fade is weird, a Breach that a blighted magister developed that fills the whole sky is even weirder... and scarier...
