At the risk of sounding a bit dumb... Wouldn't it derail Solas's plans in some way if one physically moved every single eluvian that they could find? He wouldn't be able to cross Thedas as easily if they were all gathered to one location, and it would be safer for everyone if they had them removed given the whole Dragon's Breath plan by the Qunari with the gaatlok which was probably moved so quickly because of the eluvians. It would at least take away the advantage of time and distance which are huge factors in any war, and even if not all the eluvians were located, it would still cause some impediments... wouldn't it?
