What are these white ones? Only see it on Izzy Noticed it before but didn't really try to find out

Judging by the fact they are 100 damage each im going to say the new bleeding effect.  

Which ultimately does too little damage in high level content to be useful.  
 

Although I dont know how Izzy has them appearing.  Do you have sunder on hit (or something similar) slotted on her armor?

I think the 100 dmg comes from inflicting sleep.

 

The first shot shows sleep being induced and in the other weakness is induced (which causes sleep on shocked targets)

 

Normally those 100s are yellow and inflict spirit dmg
