Since recommendations for infiltrator snipers probably aren't needed...
-Practically any engineer is decent with a sniper rifle, especially the ones with anti-shield/barrier talents. Specifically HE, GE, SE are good alternatives to infiltrators with slow rof rifles, even if they don't have the same punch against armor. For more challenge, go Viper with priming ammo.
-Turian Soldier with Black Widow
-Human Soldier, Turian Soldier or Quarian Marksman with any of the low capacity rifles taking advantage of instareload.
-To pretend you aren't really using an SR even though you are spending SR amps, do Indra or Incisor on GTS, GE, Destroyer, TSol, QMark.

edit: Forgot about the Graal. It is actually good on every character, so pick any of them that aren't spec'd for melee.
I really enjoy my Indra GE with Inc ammo.
I'm also a fan of the Krysae SE. If he has zap ammo vs Geth...it's nasty as hell.
Here is a sniper build I like: Valiant Drell Adept. Just spam Reave and stack up headshots. If anything gets too close, they get Cluster Grenades in the face. I like this for the DA, because it's not OP. Running around with a great weapon Cluster Grenading everything to oblivion is OP. This is just fun and effective.
As far as the Graal goes, I typically use it only for melee builds, because it's awesome for melee builds. I think Stardusk made a video a long time ago with the Justicar + Graal, and it looked like a pretty effective combo.

The Graal works great on a Krolord, though I tend to use the GPS on him, as personal preference. Edit: Oops, that's a melee character. I got nothin' for you Graal-wise, after all.
I've kind of fallen in love with my Human Infiltrator spec'd with 5 ranks in Tactical Cloak, and using a Saber. It's fun because it's an effective way of playing a sniper without the extensive auto-aim/hipfire penalty issues that make using a sniper rifle a pain on console (and having 3 ranks in health is nice, even though everyone says it makes no difference.)
Of course, it technically isn't as effective as capitalizing on the native sniper rifle bonus in Tactical Cloak, but it is definitely fun.

Yes, yes it does. IIRC, it modifies the damage mutlipliers, making the cheese extra effective against armor and pretty effective against barriers too.
If you're not cheesing though, R6 of Warp is very effective on some builds and not really necessary (sometimes almost pointless) on others.
QFI is not one of my favorite kits. After the mission screen, I always seem to be missing credits. Thieving suit rats...

Yes. It is somewhat situational. The extra weakness isn't very important given the end weapon balance and the limited armor rating. Would have had potential if armor was buffed to something absurd on Platinum, or if weapon base damage was dropped.

Proxy Mine was all I needed to be the best sniper, but that wasn't all I stole from her
Considering you can snipe with your Graal, I believe the title to be a little redundant... triple headshot was my personal best with it (effin epic, I tell you).
Anyway, Batarian Soldier with Graal is a monstrous combo: Graal, Blades, Graal... add some hate surf from time to time, and you're a pointy fiend on the battlefield.
Pointy... get it?

I've found out you can Kishock surf, but it doesn't always happen. The best result was a Nemesis who bounced off the wall behind her, flinging me 20 ft to the right. It was very rewarding.
Sniper build:
CSR Drell assassin, always my personal fave;
I got the idea of TSol BW from FTFTL the other day, just stupidly fun.
For non-melee Graal build I prefer the vanilla Asari Adept, you can headshot 3 Phantoms during a single Stasis cast, plus you can even do it off-host too.

I know, it just seems wrong not to take Grenade Capacity.
Still, I feel like if I have it, I use too many grenades, and then it doesn't matter what weapon you're carrying. Maybe you have better restraint than I do.
CSR doesn't need to be tapped like Mattock, really. There is enough leeway in the rampup that you can fire it in triple bursts.

I rolled out the CSR for the first time this morning on the Huntress; had some fun, don't care for the scope, so I'm going to add the Enhanced Scope next time, see if I like it better. I just felt like the field of vision inside the viewfinder was really wonky. Maybe it's b/c I was trying to follow enemies with it instead of just bang > reload > repeat like I do w/ the Widow. Still, enjoyable enough I'll use it again, maybe next time on my SI....if I can pull the Widow from his cold dead hands

I was torn between two reactions. I decided to go with the second, the reasons for which will be obvious if I include them both:
First Optional Reaction: WHERE THE HELL WERE YOU GUYS WHEN BSN COMPARED MY INTELLIGENCE TO THAT OF A DEVELOPMENTALLY DISABLED COBBLESTONE FOR POINTING THAT OUT
Second Optional Reaction: I demand credit for saying this back when it was a lynchable offense to do so.
Of course, the second option grows my e-Peen, so that is the one I have chosen to go with. The first was included for purely illustrative purposes.
