Unreal Engine 3 is painful enough to mod as it is, Frostbite (engine ME:A is built on) is even worse apparently. it's a damn shame.

 

as for what software, Bioware could always port ME3Explorer into Frostbite3 and combine it with Texmod's capabilities to give us proper modding support.......but I hiiiiiighly doubt they will.

 

not many developers realize that mods are what extend a game's life span. look at what Diablo 2's modding community did for the game, extended its life expectancy by a full decade.

 

A BioWare poster has said during the development of Dragon Age: Inquisition that they know mods extend the lifespan of the game, but the problem is that the middleware they use would need to be removed from any toolkit and an entirely new system would need to be created for it to work.

 

Now the way people reacted to the limited toolkit for The Witcher 3 makes me seriously doubt that people would be happy with a toolkit that a developer would release that would need to be modified to work within the restrictions they need to place on it.
