I do use this functionality, it's just that each "jump" of the wheel adjusts z-axis value too much. I know some mouse wheels are smoother rolling, though. Are you saying that a smoother rolling mouse wheel would give me smoother increase/decrease of the z-axis? I'd gladly buy a new mouse if so.
The S key functionality works well in Exterior maps, but it's sometimes frustrating in an Interior map. as though the roof beams of a tile are messing it up.
Possibly you could experiment with changing the mouse wheel sensitivity in the OS.
Try the Page Up/Page Down keys on the keyboard. That moves an object in the Z-axis more slowly than the mouse wheel.
Also, if your goal is to place an object onto the ground, you can hit space while it's selected. If the goal is to place it on top of another object like a table, hit "s" while moving it, and it should snap to the top of the object when they intersect.
What I do is find the position where one jump down is too low (or one jump up too high), then I manually adjust the Z value. I do this with the numpad. I don't remember which exactly, but the buttons there can be used to move an object if you want a more exact position that scrolling. Two of them will move it up and down, and two others front and back. A bit slow, so you might want to bring them first in a close position. I usually use this for paintings or any wall object, or for things that despite me pressing the "s", won't stand on a table but float a bit above.
The success of the "s" toggle (and the "drop to floor" button) depends on the object's origin point (in the MDB) being the actual bottom of the object. Most of them are, but there are some that are a bit off, and others that are seemingly intentionally "at rest" some distance off the ground (some wall-mounted objects? I don't have the toolset on this computer, so I can't check.)

I've always held down the alt key while moving the mouse back or forward to move things in the Z axis. For finer control I edit the XYZ values directly in the properties window.
