I did Priority Palaven. Then I did Priority Eden Prime. Then I decided to get back to the war room to check on my war assets. And the Primarch was gone. Is this normal?

I've never had that happen.
Maybe he went to the mess hall to eat. Or maybe he went to the lounge to relax and have a drink.
Maybe he didn't like your Shepard and left. hahaha
I'm sure he will show up as soon as the summit starts

Have you used the map on the Normandy? You can switch through the decks, important characters are listed on the right side at the waypoints where they currently are, the primarch is, too. I've only ever seen him in the war room, though. But this method is useful to find out if people changed their position, because they will always have some new dialogue then.

It's not normal. Normally he'll stay around until the end of act 1 (after the genophage is dealt with). After you finish Priority: Tuchanka, he disappears from the Normandy until Priority: Earth where you'll both meet up in London.

It is normal.
If you already have Wrex onboard when doing Eden Prime, he will also vanish. (At least that always happened to me)
Afaik the same happens, if you do the N7 mission that becomes available around that time.
