Trouble transfering ME1 saves to ME2

I am on a PC, and I followed the instructions.   The only difference in my set-up is that in order to run the launcher utility, I need to launch ME2 from a Steam client rather than from the desktop icon.     The default desktop icon bypasses the launcher, but running it from Steam gives you the option of running the launcher and configuration utility.

I ran the ME2 configuration utility from the launcher.   Under the sidebar menu option "Save Games" I am presented with a button, "Copy Mass Effect 1 Save Games", which I press.     I navigate to the place where ME1 saves games, (...My Documents/Bioware/Mass Effect/Save...), and select the "Save" folder.    And nothing happens.

After selecting the save game location for ME1, nothing happens.   Nothing is transferred to the ME2 save folder.   I think to myself, "Maybe its simply marking the location for ME2, so it knows where to go."   So I exit.   I then start up ME2, and navigate to "Start a New Game" and select the option to transfer ME1 files.   Nothing happens.   The file window (or what appears to be that)  is blank, and nothing happens.

There are a number of saved games as well as a profile save in my ME1 save folder.   So I think to myself, "Maybe all ME2 wants are the old ME1 files in the ME2 save folder."   So I transfer some ME1 saved games to my ME2 save game folder.   Upon starting ME2 and navigating to the "New Game" option of transferring files .... still nothing.

Since the configuration utility doesn't seem to do anything, is there a manual way in which to get ME2 to recognize the ME1 save files?   Can I just transfer the latest ME1 save, perhaps also with the profile save,  to some location where ME2 will acknowledge it?
