Giselle's comments on Divine Leliana vary depending on what you did in her personal quest. For example, if you steeled her, Giselle says something different than if you inspired her.
I suspect you get this outcome if you didn't do her personal quest at all.

If you inspired Leliana Giselles says people are inspired by her faith. If she's Divine in the epilogue some rebel against her reforms, and inspired Leliana will be undetered, despite several assassination attempts. A steeled Leliana apparently destroys the rebellion.

Maybe because she's a tyrant who only uses the chant to benefit herself, and she winds up freeing mages anyway.

Yeah, Cassandra finds her to be a tyrant. As for Leliana, opening up the Chantry to non-humans and restoring the Canticle of Shartan to the Chant isn't my idea of making things worse.

Mother Giselle cares about people, is big on charity, and likely also approves of reforms, at least cautious ones, seeing as how frank she is about how some of the doctrine was marred by politics. Vivienne is a politician and power-grabber who has never shown much in the way of faith or hands-on care for people.

Please show me how she is a tyrant and uses the Chant to benefit herself.
And she didn't free the mages, only the ex-mages from the Inquisition are in the College, the majority still in the Circles.
