Maybe, but I find it more than sufficient on numerous weapons (prothean particule rifle for instance)
I would rahter prioritize buffing the stabiity gear (which is 100% useless) and the shield power cells that are way underpowered compared to a cyclonic.

Shield recharge gear is a victim of its own mechanics. Level III on the geth soldier is nearly broken. The Justicar and krodept also get a pretty good deal. If level IV existed, would give all three kits instantaneous shield recharge. That might make for some interesting game play, but I doubt the devs would have done it even if asked.

Stability gear, meh. I wonder how the Revenant will work in ME4.

This is why I firmly believe that Biotics are superior.  This explains their perky at******udes, something which I wish was more in my own grasp.  We need to stay abreast of these kinds of topics when ME:A comes out
