Oh, I believe that is Cullen in his bad ending if you encourage him to continue taking lyrium. It eventually escalates and he becames a beggar implied to be killed by Scout Harding as an intended mercy kill.

If you tell Cullen to keep taking lyrium, he winds up as a lyrium-addled beggar.

I see...it pains me to realize such a terrible ending for Cullen even exists!

Wow...he looks like Hell.  Still, I'm happy to hear that he can die.  Less fanservice for Cullen fangirls next time around.

 

 

EDIT: Sorry, that sounded a lot more harsh than I intended.  I have no problem with fangirls or Cullen, but was annoyed by the fact that they decided to make him younger and 'prettier' for Inquisition just because of his popularity in Origins and DAII.

Based upon his Inquisition "look", there actually was a nice degree of aging apparent from his DA2 visual. That can't be said for either Varric or Cassandra from the same game. For me, the real oddity was that while Loghain definitely showed his age, and Flemeth too, neither Alistair, Leliana or Morrigan looked none the worse for wear given the passage of time. Hell, even Connor grew up!
