If there is a Dragon Age MMO I expect it to be in it.
No effing way would I ever give up Skyhold, or give up on the people who built lives there.
Zombie-Leliana's epilogue slider mentions it as the place where she finally disappears, causing a ruckus in the process, so it's still occupied by at least some of our people.

Meh. They could have just reused the same map or something because it definitely looks like the same place, I'll just call it Haven until they actually announce where they moved.
It could be a reused map, but like you I'm going to assume it's Haven until proven otherwise. I don't think they would have done the whole full circle/bookends thing with the camera angles if it wasn't supposed to be the same place. You end where you started, in more ways than one.
I would guess that if you disband the Inquisition it becomes abandoned again, and if you keep the Inquisition as a peacekeeping force they continue to use it.
Skyhold will probably end up being a Chantry pilgrimage site, or something of the sort, because even if you deny it, the Chantry will try its darned best to make sure you are remembered as the Holy Herald of Andraste.
I figure it was kept. At the VERY LEAST it would be watched and have a garrison there. While the Inquisitor themselves might abandon it, especially Lavellan, most Inquisitors might keep it for its strategic value. If and when Solas returns, you'd want someone there watching just in case. Some warning. If it is abandoned, you basically just gave it to another power: Orlais OR Ferelden. If no one is there, Solas could just reclaim it...though I doubt he would. Even if he created the Veil there, undoing it at the same place may or may not be necessary. It may be that he has no further need of it. Why not give it to someone who could use it, especially someone he called friend...and, kinda betrayed. If nothing else, he might have left it to them out of guilt.
Though I'm FAIRLY certain that the staff will be somewhat...elf free, due to certain changes in the Inquisition...WAY to damage the job market Solas, btw...NENA anyone? ![]()

Despite Inquisition's existence, Skyhold is still a fortress which is pretty much placed at the border of Fereldan and Orlais, and I strongly doubt neither factions will just abandon it or even destroy it.

So basically Solas used Inquisition to
(1) rectify his mistake of giving Cory the Orb
(2) activate ancient elven artifacts created by him
(3) banish a powerful demon 'Nightmare' (maybe more if you deal with Envy and Imshael) who could have spoiled his Fade plans
(4) gain more agents (Arbor Wilds)
and
remodel his fortress/home ... ![]()

I would hope that the Divine would ensure that Skyhold stays out of everyone's hand(s) but the Inquisitor's. Both Ferelden and Orlais would at least know that Solas is a threat and using Skyhold as a base or a place to regroup would be particularly useful for a disbanded Inquisition. Not to mention, it might be better to keep people there just in case Solas decides to tear down the Veil if he returns.
Also since Skyhold is in the Frostback mountains, I'm not entirely sure if either Ferelden or Orlais would be able to decide which country could actually lay a claim to Skyhold given that there are Avaar in the area who don't care for either country's politics....

As a gesture of respect the Chantry, Orlais and Ferelden agree that Skyhold is the estate of the Inquisitor for life.
Small garrison is kept there and the extensive grounds are used to train Templars and spies.
My first Inquisitor would be cool with that. Next one? Not likely.
