I don't think you can pull off a playable Saarebas, unless it's a Tallis/Iron Bull case of "Qunari but not really", which would be the opposite of what such a choice would be trying to accomplish.
I think it would be possible. Extremely difficult to handle, but possible. Of course, it would then require some very special "Origin" story to explain it.

The whole game would have to be radically different. To exist and operate wholly outside the Qun's demands with total independence, as all protagonists do, would require some super-special-Ben-Hassrath-handwaved-exception. To preach the benefits of the Qun while being a walking contradiction would make one's perspective, in my eyes, worth very little, as it was with Bull.

It would actually be the most logical choice if we want to see the sides of the Qunari and Tevinter. They could go a step further by adding Factions to the overall race selection.
If you play a member of the Qun, you can either create a Human, Elf or "Kossith" character (I know that there is supposedly some dwarves in the Qun, but they are quite rare, I believe) with you being a Saarebas if your character is a mage.
If you play a member of Tevinter, you can create a Human, Elf or Dwarf, with the non-mages being soporati, the human mage being an Altus, the elf mage a member of the Laetan and as a Dwarf, you're a member of the Ambassadoria.
If we can't join the Qun however, we shouldn't be able to create "Qunari" character. Vashoth and Tal-Vashoth have next to nothing of interest to bring to the story, as demonstrated by Inquisition.
The faction thing is a pretty good idea. However, assuming a Qunari-Vint war would feature prominently in DA 4, I would suggest actually doing a dual protagonist approach that you alternate between -- one for the Vint faction and one for the Qunari faction. In interviews the devs have expressed cautious interest about doing this in the past and DA 4 seems like it would be the perfect time to do this. It would also make more sense resource-wise since most players don't do second play thoughts and sticking with one protagonist choosing between two opposing factions with different content may not be an effective use of resources whereas a dual protagonist approach lets all players access the same content so they're not "wasting" resources on hugely branching content.
If they're concerned about too much variability with two protagonists, you could also limit two races to each faction with a dual protagonist approach (for instance, a choice between human and dwarf for Tevinter and a choice between elf and qunari (oxmen) for the Qunari).
