I'd suggest a few Orlesian nobles, but Solas is against slavery. Perhaps they could be paid.
If tearing down the veil means a Thedas free of Orlesian, Tevinter and Qunari BS, his plan sounds better all the time.
Also it gets rid of Sebastion, so that's a win as well.

I don't think solas will even commit genocide as if bioware would let that happen if it happens I will be very surprised and that would end the game.
Sandal says it will happen, so we can assume his thinking it will end in death won't happen or he intends to kill everyone by his own hands and not the magic itself.
Given that restoring the elves is Solas' goal at the cost of potentially destroying this world and its modern people, I do find it interesting that the epilogue notes Dalish and city elves move to join him in noticeable numbers. It's certainly likely he has veiled the truth (see what I did there?), but given his background we know he wouldn't force anyone to join him...so perhaps his plan has changed with the Anchor being returned to him? Or perhaps they consider the cost worth it?
And for that matter, what of ancient elves like Abelas? Will they throw in as well, if this is all for them? Would they even want to be with Fen'Harel again if they--potentially--remember his cataclysmic creation of the Veil?
He didn't say that living apart from the Fade is like being tranquil. He said he sees all people - today in Thedas - as the equivalent of tranquil.
Because they are separated from the Fade. That's the definition of being Tranquil.

Probably too much work involved to split the game into a join Solas path as well. Could make for a good alternative reality DLC though.

Maybe he needs to abandon them a few more times before they realize that maybe he's not worth selling out the entire world for.
I think he is going to use them as canon fodder. Minions to do his work to better his peoples return. But they won't survive the change. Since the elves fair better in the eluvians its best they do the work beliving they are creating a future for their people. It will be the ultimate betrayal.
I don't think bringing the veil down will cause them to die, I think the resulting chaos will be their death. What happens when everyone in Thedas becomes a mage? The Chantry has taught hate so well that it will cause war.

I really do not feel, oddly enough, that everyone was a mage in the old Elven Empire. I mean maybe but it just seems like there had to be someone to enslave and not having magical talent would be as good as any other class distinction.
But still, to the rest of your point, I bet this is the reason...one of them...that Solas does not want the Inquisitor there, mainly an Elven one...I really do ascribe to the theory that Solas will probably be using all these Elves for a blood magic ritual when the time is right.

Abelas joins Fen'Harel thinking his cause is noble and just, finds out the truth, then tracks down Lavellan, who has finally come to her senses and wants no more of Solas. Abelas agrees to follow Lavellan instead. Snogging ensues.

I think that's pretty much how it will play out. Solas had no reason to reveal his plan. He could have simply removed the mark and said I'm off now, touring the world seeing the sites, have a nap. Totally not planning on taking down the veil... no sir.
