Why does Saren already look like he's half husk when we fist see him yet no one seems to think it's odd? I know at the end, while Sovereign is attacking the citadel, Saren says that Sovereign upgraded him. This makes me think Saren was supposed to have two models. One that looked like a normal turian and then one that looks half machine for the end of the game yet he looks half machine throughout the entire game. Is this a bug, am I not understanding something?

No it isn't a bug. He was deliberately made like that.

(Paraphrased) It says in the Mass Effect Art book that they wanted to set Saren apart from the other Turians by removing any facial tattoos (being barefaced, clanless, untrustworthy). They "decided to go with a distinctive crest and visible reaper machinery to reflect his indoctrination."

But yeeeaah, it is a bit odd that not a single NPC would comment on his sort of synthetic appearance. Guess Bioware didn't care too much when it came to that.

Well it just makes everyone on the council look like idiots.

Shepard makes accusations that Saren is working with ancient machines.

Saren appears like a half machine turian. (an obviously recent change)

Council suspects nothing. Nhilus suspects nothing when speaking to him face to face.

Conclusion. Aliens are idiots.

tbf, Saren and Nihlus obviously have a history, so Saren could've gotten the upgrades before Eden Prime and explained them to Nihlus before he was assigned to observe Shep.  I also wouldn't be surprised if his upgrades were applied gradually so as to avoid raising too much suspicion too quickly (which makes sense, since Sovereign needed to stay undetected for as long as possible in order for Saren to find the Conduit.

Plus, there's also the fact that they could've easily thought that the upgrades had been provided by the Geth, not Sovereign.  Hell, they say in ME2 that Sovereign was a Geth warship (even though we know differently) and even go as far as to 'dismiss' the Reapers' existence entirely.

Not saying that the Council isn't full of morons, though.  It is, but there are some parts where you can't really blame them for not believing Shep.  Especially in ME1.

Well, Saren was an idiot. He didn't even have to find the "conduit". He was a council Spectre in good stead, just bring a thousand Geth in a ship to the Citadel, and open the arms or whatever he did at the end of ME1. Shepard is a noob, nobody could have stopped that, and voila, Reapers.

Considering the original Council, their minds are as numb as a trip to the dentist, so, it barely even surprises me that they would be so ignorant. You're a hundred percent right, however, and I've always wondered the same thing. Even Anderson, or, squad members could have at least realised and made a comment on it, but nope, because wires, violently torn skin, glowing eyes and a geth arm are all considered as being "the norm", apparently.

I read he was actually supposed to have 2 models. For the very reasons you are mentioning.

It was a mistake if it were intended.  I do like the no facial markings, but the reaper / synthetic parts should have only been used after he got implants.

It would be easily explainable. He could file a mission report saying he was gravely injured on a mission and needed extensive cybernetic reconstruction.

Saren was a trusted agent, one of the best Spectres, why would people disbelieve him on the reason for the implants.
