Won't get a sequel, it is official.
No it's not, not being Greenlit yet is because they don't Greenlight a game until the plan has been created the goals of the next game planned out, the sales projections done, this takes a while. Until it is Greenlit they cannot go around saying 'Oh yes a sequel will be coming' because between now and the plans being submitted and accepted anything could happen. EA could suddenly decide to pull a Konami, and Bioware will need to find a new publisher for example.
So until it's Greenlit they will not say a sequel is coming, thats just the way things work, and getting Greenlit is not a quick process. It happens when the plans are submitted which takes time, Dragon Age Inquisition has only just wrapped up, now, I suspect, is when the core team sits back looks over what lessons can be learnt from Inquisition what they would do differently, what they liked, what was good but they think could have been done better and so on and so forth. Then with that in mind they can start spitballing new ideas at each other, then start to cut out the too crazy to be considered ones to boil down some key concepts.
Then when all that is done they can start to put together a proposal for the higher up's. This is not a quick and easy process and until they have done all that, and likely a lot more stuff that I, as someone who is not a Game dev have no idea about, they might be ready to take their idea to those higher ups in the hope of being Greenlit.
Then when they are Greenlit is when they might annouce that a sequel is on the way, but maybe not, after all, Fallout 4 was not revealed until a few months ago, they may decide to do it Bethseda style this time round, if it seems to pay off for Fallout 4.
