Would probably be easiest to just narrow the shoulders of the male clothes if the clothing style is unisex (as I expect it is for Circle robes, though not the Chantry robes), since the builds between sexes at that age are indistinguishable. For distinctly female clothing styles, though, you should be able to smooth down the chests of the adult clothes in whatever program you're using.
Would it be possible to create new clothing for child npcs?

The females have a different style. The males have a shoulder cape, the females don't.

Overwrite the existing GDA. It's added as a new entry "Kid Apprentice Robe (Girl) A". I changed the entries for other robes and noble clothes to "(Boy)".

I've been working on revising the gear of all the NPCs, and don't think there are any noble girls in the vanilla game, actually, even in Denerim. But a noble kid dress might have some use, (albeit limited) as a modder's resource and for vanity projects like screencapping 'kid' versions of someone's Warden, though. (You'd be surprised how many of us nutters waste time on things like this nonsense (screencaps of my Cousland Warden @ around age 10, and with her family):

I could do the same reshaping for the female commoner clothes.
There are quite a few styles in commoner clothing. As you already know
I'm sure someone could use them.
Is the little girl in Honnleath a mage? Is that why the demon was attracted to her? Oh the possibilities!! ![]()

I'm not sure how the girl versions will go. The textures all have shadowing for a now non-existent chest overhang, as well as various piping/trim/etc. to draw focus to the chest (like the apprentice B robes). I also had to reshape the neck of the commoner and noble meshes, as the lower neck of the kid head mesh was clipping through it. I'm not sure what might happen during neck turning animations.

I am the SLOWEST, most fits-and-starts player of any game ever, but I FINALLY managed to make it to the Circle Tower, and to my eyes, the apprentice robes for the girls are absolutely wonderful. I think that the silhouette has a slight suggestion of a womanly contour is fine... the lore hints broadly that most mages come into their magical abilities in early adolescence, after all.
Also, corseting children was often a practice in pre-modern eras in our world, and as Thedan adult women are clearly wearing stays or corsets, it is likely the practice would be extended to pubescent (or even younger) girls.

I also shortened the pigtails on the girl hair so they don't clip into the shoulders:

I'll add that as an optional file on the Nexus.
Edit: Done. Updated the mod on the Nexus. All models now use custom MAOs (which point at the vanilla textures, unless you decide to edit them). I added the modified girl hair mesh as well.

I fixed all the files for the female kid robes shown above. The lod2's should be 512x512 and lod3's are 256x256?. There are no specular maps with these robes, correct? Thanks again ![]()

The spec maps for the female robes are pf_rob_appX_0s/pf_rob_appX_0sL2/pf_rob_appX_0sL3, where X is either A or B.
LOD0 has diffuse/specular/tint/normal maps. LOD2/3 just have diffuse/specular/tint maps. Should be easy to spot:
