How do you make rakes, shovels, pots etc. that NPC can equip and use?

I made some Items, and I equip them on an NPC, and I can see it in the toolset, but when playing they don't show up.

 

Example - Rake, it's equipped in right hand, and I can see NPC holding a rake in the toolset, but he's empty handed in game.

Pot, it's equipped, see it in toolset, but not there in game.

Shovel - I don't think it works, it's a ? cube on NPC's fist in toolset.

 

Are these buggy?

Am I wrong in thinking that the Base Item of Shovel, rake, pot or pan work this way?

I believe it's a matter of proficiencies, but I could be wrong.  Possibly there's no way to give an NPC the proficiency to equip the base items you mention.  When I made a shovel and a rake, I classified them as quarterstaves, which anyone with the most basic weapon proficiency can equip.

But, I gave them to PC and if she tries to equip an item with Base Item types of Shovel, Rake, Pot or Pan, she cannot giving me message that I'm too small to equip. 

 

I gave the NPC Weapon Proficiency Exotic, Martial and Simple, but NPC still would not equip.

I thought you meant that, but if you do that - how do you make it look like a shovel or rake?

There is a shovel quarterstaff in SoZ. I don't remember how it's called, and I also couldn't find it as an item. You need to create a quarterstaff item, and on the properties Model Part 1,2,3... change them. One of these will look like a shovel if you have SoZ installed. It looks a bit gold, but it's ok for me. Thank you, I figured the shovel out with your help. A quarterstaff with the Model part 1 set to 7 is a shovel.

To make a staff that looks like a rake or anything else, you need to have a rake model named according to the staff naming convention, numbered at something later than what already exists.  Then you make a blueprint for it using that model part.  This is how you would make a non-fancy-SoZ shovel that looks like the normal shovel, for instance, or a bucket, or whatever else you want the character to carry.

If this is just for NPCs then you can try my Handy VFX system. It uses visual effects rather than equipable items.

Handy VFX is what I used for my commoners. It's "handy". :P
