I'm trying to figure out what this device is supposed to be.  It looks like missile or flame thrower attachment, but it can't be, can it?  Also, why would it be at Fen'Harel's sancutary?

That's Cassandra's default armor if she's made divine

Yeah, but unfortunately only she can wear it and there is no schematic. Which is stupid, because at least human males and females should be able to wear it since Cassandra's male guards have it on, too.

It's a firework, theres a pile of them where you can play a minigame near where Cass is parked in the Winter Palace.

I actually found a dwarven made arm prosthetic in the Tower in the Qunari stronghold. Shame they don't let your inquisitor pick that up.

The Inquisitor is not wearing the armor. The Screen Shot is focused on Cassandra, you just need to look at the party icons to see that.
