Uh, no. Did you pay attention to Envy's vision? He transitions from jailing and starving enemies of the Inquisition to force confessions from them to jailing and starving members OF the Inquisition for perceived crimes. And finally, he leads Corypheus' army of demons across Orlais.
So no, Envy would not have done a better job.

An envy demon that is showing us visions of being merciful to people, and are inquisitor hates it... I'd lol.But, if you were planning on playing an evil Inquisitor (and actually be able to be evil), wouldn't the demon be a very good Inquisitor? What it shows us is the opposite of what every Inquisitor, regardless of headcanon, us like; because we're forced into a "good" role. It showed us the opposite, so wouldn't it do the same for an Inquisitor who is a already evil?

If you get the Game Over sequence in the Fade, the Inquisition does a terrible job. Clearly, the Envy Demon does not do a good job.

I mean demons are pretty ruthless, and it shows in the few cutscenes that you witness while he's trying to learn your mind. But I've always been curious, if you already try to play as a bad-guy for your own power inquisitor, would being taken over by envy really be such a bad thing? And would he actually be a better herald then you?
Uh...no? Envy would do everything in its power to further Corypheus' agenda.
