The Inquisitor showing up in a Tevinter defeats the whole purpose of going to Tevinter to find people not attached to the Inquisition in the first place. That would just draw suspicion.
It's not like many people in Tevinter know how the Inquisitor looks like. They can work undercover. And I doubt Inquisitor is the single one-armed person in Thedas, so that too won't work as an identifier.
I think it's worth noting that the Inquisitor doesn't necessarily have to put in a physical appearance to be in DA4. Dorian has that sending crystal, after all.

I sure don't want the Inquisitor back as protag. If the next game is in Tevinter, I'd rather play as a native to that country (with backgrounds varying by race/class.

Not really,I took it as the inqusitor is going to look for new companions/allies in teveinter, a place am guessing solas dont really mess with on the low in terms of having agents. Also maybe people whom can help or even more knowledge [if thats possibel with what the inqusitor knows] Lets not pretend the inqusitor has not been to more dangerous places and they dont have a bounty or something on thier head. Even if they did its not a big problem[ he/she slay 10000s of bandits on a daily basis] Also depending how you played you could have a allience or be on tevinters good side. Also maybe solas is in that area or some plan the inqusitor has involves tevinter, maybe
Also its not like you need to take solas by surpize really just track him down or find him and stop him. His spies just make it a struggle but not impossible.
I wouldn't expect DA4 until 2018. In Fall of 2016 they hope to launch Mass Effect: Andromeda. In 2017 they will potentially release the new IP since they have a lot of people working on it now.
I was thinking 2020 or 2018 for a annoucement but prob not anyways, but hopefuly Andromeda can keep we busy, not hyped for it tho since its so far away
