Why does it take so long to use certain skills like mark of the rift? Is there any way to speed up their regeneration, so I can use them more often in battle?

Mark of the rift uses focus ( i.e. Not mana or stamina)

You build focus by doing cross-class combos. So make sure your party has appropriate skills for this.

cross class combos are using two different characters, or, in some mage instances, the same character to both prime and detonate an enemy. Examples of which are winter's grasp followed by shield bash or long shot for shatter, or weaken followed by shock for sleep.

there are armors or accessories that reduce cooldown time and increase focus gain but they're a bit rare

Depends.  A few specializations can do a cross-class combo by themselves.  Rift Mage, Templar, etc.  Some masterworks act as a detonator and you may be able to do a cross-class combo that way (shield bash on a stave, mind blast on a sword, immolate on a dagger, etc).  To be honest, these abilities start to lose their luster after a while.  I know a lot of people who just get rid of it completely on their bar.

Yea i stopped bothering with focus abilities since they take a precious slot. I want abilities that are available when i need them. Focus abilities would have been fine IF they did not take one of those 8 slots.

Focus also builds through doing damage. It feels like it builds per hit rather than damage, though. On my Artificer archer I seem to build my focus bar like crazy with Leaping Shot and mine spam. 

 

Tried it solo (to avoid cross-class combos to fill the bars), and while obviously slower to fill, it was at least filling at a notable rate.

 

That while on my mage, I actually have trouble seeing any appreciable increase when I solo for a bit.

Were you below 1 bar or die recently? Might be the focus bar bug. Or maybe damage against underlevelled (no XP) targets doesn't count?

I did a quick test with Solas (and IQ with AI turned off to simulate solo) in EdL vs. Snoufleurs. Straight damage from auto-attacks does increase focus, but in fits and starts. There seems to be a threshold that has to be hit before it goes up a notch. Not sure if it is a minimum damage per hit threshold or accumulated. Kills with critical hits seemed to increment the bar a notch more often, but that could just be because the crits did more damage.

(Funny story, I've been trying to farm Great Bear for hours of game time but not a single one had shown up in any of the usual spawn places. So right when I'm wrapping up this test, guess who decides to wander by? I had stripped Solas of all armor and accessories for clean data, so the bear had him for a nice one-hit appetizer.)

Focus can definitely build through normal combat and not just combos.  I soloed for very extended periods on both DW Tempest and KE and used focus abilities regularly.
