The On Hit: Chance to cast PotA is always 10% for all weapons that have it. CD is 10s

Awesome information, I always suspected these procs had internal cooldowns. Thanks a lot for the detective work, Wavebend!
Is there any chance that you could parse the information for % on hit passives, like fear on crit, chance to weaken, etc. Do those have internal cooldowns as well?

Since I got Bloody Bargain yesterday I'm curious about it's effect. Could you find out whether each stack has it's own 30s timer or if killing a new enemy refreshes the timer on all stacks?
